| 10 | MOTION SUBMITTED UNDER STANDING ORDER 29 One motion submitted in accordance with Standing Order 29 is set out below. Motions that refer to matters within the remit of the Executive, will stand referred to the appropriate body, without discussion, unless:- (1) special circumstances exist which, in opinion of the Provost (having consulted with the Council Leader and the Leaders of the Opposition groups) requires an exception to be made; (2) two thirds of the members present vote in favour of the matter being discussed; or (3) the motion raises an issue with significant impact on the Council area which the Provost, having consulted with the Leader of the Council and the Leaders of the Opposition groups, considers suitable for debate at Council. The following motion stands referred to the Executive unless otherwise determined by the Provost, having consulted with the Leader of the Council and the Leaders of the Opposition groups:- Avon Gorge Improvement Project Council agrees that there is a need to work collaboratively and at pace with West Lothian Council to bring forward the long-awaited A801 Avon Gorge road improvement project. The A801 / Avon Gorge is a key transport corridor between the M8 Junction 4 (East Whitburn) and M9 Junction 4 (Lathallan) serving around 11,000 vehicle movements a day and this will only increase due to proposed developments in the area. To improve the safety and capacity a new road link and bridge is required over the gorge and is a long-standing ambition for both Falkirk and West Lothian Councils. Existing agreements are in place to allow the cost to be shared between Transport Scotland and the two Councils, with Falkirk liable to fund 25% of the costs. A business case is still to be finalised though. Council asks officers to establish a new Avon Gorge Road Improvement Taskforce with West Lothian Council and Transport Scotland to help drive this project forward, agree the business case and identify the funding required for delivery. Officers are requested to return with a comprehensive update report in January 2027 following establishment of the taskforce. The report should highlight the progress made to date, and the actions being progressed to bring forward this essential project which would benefit both the local community in Upper Braes, the wider Falkirk area as well as Scotland as a whole.
