| 16 | MOTIONS SUBMITTED UNDER STANDING ORDER 29 The following motion refers to matters within the remit of the Executive. Review of Falkirk Council's Consultation Processes Council notes: That concerns have been raised by constituents regarding the Council's consultation processes. Many residents have expressed the view that consultations can feel like a "rubber-stamping exercise" rather than a genuine opportunity to shape decision-making. Council recognises: That if the public loses trust in the consultation process, this undermines confidence not only in the Council but also in local democracy as a whole. Transparent, meaningful, and responsive consultation is essential to ensuring that residents feel heard and respected in the decisions that affect their communities. Council therefore agrees: To undertake a comprehensive review of the Council's consultation processes. This review should: 1. Consider feedback and concerns raised by constituents. 2. Examine how the Council can go beyond statutory requirements to ensure consultations are open, accessible, and genuinely influence outcomes. 3. Explore ways to increase the visibility and promotion of consultations so that residents are fully aware of opportunities to participate. 4. Define a minimum standard of engagement that must be met for a process to be considered a genuine consultation. 5. Establish a mechanism for residents to respond to the final report following the completion of a consultation, allowing concerns about the accuracy or representation of feedback to be raised and addressed. 6. Develop a consistent consultation model to be used across all Council departments and services, to ensure uniform standards and prevent variations in quality, approach, or outcomes. 7. Review the accessibility of consultation methods, recognising that not all residents are able to respond electronically, and ensure there is an effective offline system for participation. The review should report back to the Executive with clear recommendations to strengthen transparency, consistency, and public trust in future consultations. Proposed by Councillor Bundy |
